I understand reason for expulsion of Germans was apprehension that their presence in Hong Kong might facilitate information reaching enemy, and I do not think declaration on the subject is either desirable or necessary. Large proportion of the sixty or seventy Germans who have reached Shanghai consists of women and children, and any uneasiness would seem to be unwarranted.
